Why didn't Barrie know the costs?

It seems to me that the City of Barrie, being the instigator for the province to enact legislation taking land from Innisfil and handing it to the City of Barrie, should cover all associated costs itself.
To ask the taxpayers of Ontario to cover these costs is irresponsible at best and downright disgusting at worst.
The staff and politicians of Barrie ought to have known what these costs would be and should then have drawn up reasonable plans to cover these costs from the coffers of city hall, not the coffers of Queen's Park.
